Regular meetings of the Board of Supervisors are held on the first Tuesday of every month. Meetings begin at 3:00 p.m. in the Board Meeting Room (Room 250), Goochland County Administration Building, 1800 Sandy Hook Rd. Goochland, VA 23063 (unless otherwise noted).
Public Hearings, if any, will be held the same day at 7:00 p.m. Work Sessions, if needed, will begin at 1:00 p.m. unless otherwise noted.

Call for a Republican Party Canvass to Elect Officers and Members of the Goochland County Republican Committee

I, Benjamin J. Slone III, Chairman of the Goochland County Republican Committee, pursuant to the Republican State Party Plan and as directed by the Goochland County Republican Committee do hereby issue this call for a Party Canvass to be held at Goochland Branch Library, 3075 River Road West, Goochland, Virginia 23063, on Saturday, April 24, 2010, from 10:00 AM to 1:00 PM to elect members and the following officers of the Goochland County Republican Committee: Chairman, Vice-Chairman, Treasurer, and Secretary, each to two-year terms.

Qualifications for Participation: All legal and qualified voters of Goochland County under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party, and who, if requested, express in public meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts.

Officer Candidate Filing Requirements: Any person wishing to file as a candidate for any of the offices of the Goochland County Republican Committee offices listed above must be a legal and qualified voter under the laws of the Commonwealth of Virginia residing in the Goochland County. In addition, he or she must file as a candidate for any of the offices of the Goochland County Republican Committee offices listed above using a Declaration of Candidacy with Ben Slone, 2052 Maidens Road, Maidens, VA 23102, which must be received on or before 6:00 PM, Wednesday, April 21, 2010. Postmarks will not be considered. The Declaration of Candidacy must be made on a form prescribed by the Goochland County Committee and available from Chairman Slone and other members of the Goochland County Republican Committee. A check covering any voluntary fees and for dues to the Goochland County Republican Committee must accompany this form.

The Declaration of Candidacy includes (1) a statement that the candidate is in accord with the principles of the Republican Party (2) a pledge to support all of the Republican Party’s nominees for office in the ensuing General Election.

Member Candidate Filing Requirements: Any person wishing to file as a member of the Goochland County Republican Committee must be a legal and qualified voter under the laws of the Commonwealth of Virginia residing in the Goochland County. In addition, he or she must file as a member of the Goochland County Republican Committee using a 2010 Goochland County Republican Committee Membership Application form with Ben Slone, 2052 Maidens Road, Maidens, VA 23102, which must be received on or before 6:00 PM, Friday, April 23, 2010. Postmarks will not be considered. The 2010 Goochland County Republican Committee Membership Application form must be made on the form prescribed by the Goochland County Committee and available from Chairman Slone, other members of the Goochland County Republican Committee, and the Goochland County Republican Committee web site. A check covering any voluntary fees and for membership dues to the Goochland County Republican Committee must accompany this form.

Fees for Participation by Candidates: The Goochland County Republican Committee Officer filing fee is $30.00 and shall be paid at the time of filing for the Goochland County Republican Committee office. Checks should be made out to the Goochland County Republican Committee or “Goochland GOP.”

The Goochland County Republican Committee membership fee is $25.00 and shall be paid at the time of filing for the Goochland County Republican Committee. Checks should be made out to the Goochland County Republican Committee or “Goochland GOP.”

Conduct of the Canvass: The Canvass will be conducted at the Goochland Branch Library, 3075 River Road West, Goochland, Virginia 23063, on Saturday, April 24, 2010, from 10:00 AM to 1:00 PM.

Voters offering to vote must be properly registered in Goochland County, must present a government issued photographic identification document such as a driver’s license, passport, or military ID.

Voters may vote only for candidates whose names appear on the ballot. Write-in votes will invalidate that ballot and will not be considered.

At least one, but not more than three, representatives of each candidate on the ballot of the canvass must be present at all times during the voting and while counting the ballots. No electioneering will be allowed inside the polling place or within 50 feet of the entrance to the polling place.

Provisions for the Filing of a Single Candidate: If only one person files as a candidate for each office by the filing deadline, the Canvass will not be held and those people submitting the Declaration of Candidacy for each office will be declared the officer for those Goochland County Republican Committee positions. If one or more offices are contested by one or more candidates, the Canvass will be held in accordance with the rules and this call.

Provisions for Membership Filing: If fewer membership applications are received than the maximum allowed under the State Party Plan, the Canvass for membership will not be held and those people submitting the Membership Application and dues will be declared members.

Fees for Participation by Voters: No fee will be required of any voter in order to participate in this canvass.

Ballot Security: Procedures for the handling and counting of ballots during the canvass are described in a separate Protocol on Ballot Security. This protocol is available on request from Mr. Slone. This protocol is by reference incorporated into this call.

I, Benjamin J. Slone III, Chairman of the Goochland County Republican Committee, pursuant to the Republican Party of Virginia Plan of Organization and as directed by the County Committee, do hereby issue this call for a Mass Meeting of the Goochland County Republican Party to be held on March 26, 2009, at the Manakin Company 1 Firehouse, 180 River Road West, Manakin-Sabot, Virginia 23103, (Goochland County). Registration will begin at 6:30 PM and end at 7:30 PM EDT. The meeting will begin at 7:30 PM EDT.

QUALIFICATIONS FOR PARTICIPATION: All legal and qualified voters of Goochland County under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as a member of the Goochland County Republican Party in its mass meetings, party canvasses, conventions, or primaries encompassing their respective election districts.

In addition to the foregoing, to be in accord with the principles of the Republican Party, unless otherwise stipulated by the appropriate Official Committee, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party after March 1, 2004, or in the last five years, whichever is more recent.

A single exception to this shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. Any voter that utilizes the foregoing exception, and thereafter participates in the nomination process of a party other than the Republican Party, shall not have the benefit of the exception thereafter.

PURPOSES: The purposes of the Meeting are: (1) Electing up to 240 Delegates voting 48 Delegate-votes and an equal number of Alternates to the Republican Party of Virginia State Convention, to be held on May 29 and 30 at the Greater Richmond Convention Center, beginning at 2:00 PM EDT on Friday, May 29 for the purposes of nominating candidates for Governor, Lt. Governor and Attorney General, and (2) for the transaction of any other business that may properly come before the Mass Meeting.

Filing Requirements: Candidates for election as a Delegate or alternate Delegate at the Mass Meeting may pre-file an official filing form by mail or in person, to Ben Slone, 2052 Maidens Road, Maidens, Virginia, 23102, which must be received not later than 8:00 PM EDT on March 25, 2009. The Goochland County Republican Committee official filing form may be obtained from the Goochland County Republican Committee web site at GoochlandGOP.com or by contacting the Goochland County Republican Committee executive officers.

The Goochland County Republican Committee can elect up to five Delegates per Delegate-vote and therefore may elect up to 240 Delegates. If fewer than 240 persons properly file their candidacies for Delegate, all persons that file will be automatically elected and the Mass Meeting will address other issues.

If a candidate for election as a Delegate or alternate Delegate at the Mass Meeting does not prefile, he/she may file at the Mass Meeting from 6:30 PM to 7:30 PM EDT the day of the Mass Meeting.

CONDUCT OF THE MASS MEETING: The Mass Meeting shall be conducted in accordance with the Republican Party of Virginia Plan of Organization, this Call, and the Tenth Edition of Robert’s Rules of Order Newly Revised in that hierarchal order.

FEES: There will be a voluntary registration fee of $10.00 requested of each voter at the Mass Meeting. There is a voluntary registration fee of $35.00 for the Republican State Convention. Voluntary fees are requested to be paid at the time of filing for election as a Delegate for each respective meeting and convention, payable to the Goochland County Republican Committee.
